올해로 9·11 테러가 발생한 지 10주년을 맞았다. 3000여 명의 목숨을 앗아간 테러는 ‘팍스 아메리카나(Pax Americana·미국에 의한 평화)’ 체제를 송두리째 흔들어놓았다. 미국은 끈질긴 추적 끝에 올 5월 테러 주모자인 알카에다 지도자 오사마 빈 라덴을 사살함으로써 테러에 대한 응징에 성공했다. 테러범을 반드시 정의의 심판대에 올리겠다는 미국의 의지는 9·11 테러 직후 당시 조지 W 부시 대통령이 발표한 대국민 담화문에 비장하게 표현돼 있다. 명연설문 중 하나로 꼽히는 당시 담화문을 압축해 소개한다.

Good evening. Today, our fellow citizens, our way of life, our very freedom came under attack in a series of deliberate and deadly terrorist acts.

안녕하십니까? 오늘 우리 국민과, 생활방식과, 자유가 치밀하게 계획된 치명적인 일련의 테러 공격을 받았습니다.

Thousands of lives were suddenly ended by evil, despicable acts of terror.

수천 명이 사악하고 비열한 테러 행위로 순식간에 목숨을 잃었습니다.

The pictures of airplanes flying into buildings, fires burning, huge structures collapsing, have filled us with disbelief, terrible sadness, and a quiet, unyielding anger. These acts of mass murder were intended to frighten our nation into chaos and retreat. But they have failed; our country is strong.

여객기가 건물에 충돌하고, 불길이 치솟고, 거대한 건물이 무너지는 모습은 믿기 어려운 광경이었으며, 우리에게 엄청난 슬픔과 함께 조용하면서도 단호한 분노를 불러일으켰습니다. 이 같은 대량살상 행위는 우리에게 공포를 불러일으켜 미국을 혼란과 퇴보로 몰아넣을 의도로 자행됐습니다. 그러나 테러 세력은 그 목표를 달성하지 못했고, 미국은 여전히 굳건합니다.

A great people has been moved to defend a great nation. Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of America. These acts shattered steel, but they cannot dent the steel of American resolve.

위대한 국민이 위대한 나라를 지키기 위해 나섰습니다. 테러 공격은 가장 큰 건물의 기초를 흔들 수는 있지만 미국의 기초는 건드릴 수조차 없습니다. 테러 공격은 강철 구조물을 산산조각 냈지만 미국인의 강철 같은 의지는 흠집조차 내지 못했습니다.

America was targeted for attack because we’re the brightest beacon for freedom and opportunity in the world. And no one will keep that light from shining.

미국이 테러 공격의 대상이 된 것은 세계에서 가장 밝은 자유와 기회의 등대이기 때문입니다. 어느 누구도 이 등대의 불빛을 끌 수 없습니다.

Today, our nation saw evil, the very worst of human nature. And we responded with the best of America -- with the daring of our rescue workers, with the caring for strangers and neighbors who came to give blood and help in any way they could.

오늘, 우리는 인간 본성에서 가장 나쁜 악을 봤습니다. 이러한 악에 대해 미국은 구조대원의 헌신적 활약, 헌혈과 각종 구호활동으로 나타난 이웃과 타인에 대한 사랑 등 최고의 선으로 대응했습니다.

Our first priority is to get help to those who have been injured, and to take every precaution to protect our citizens at home and around the world from further attacks.

우리의 최우선 과제는 부상자를 돕고 국내외의 미국 국민을 추가 테러 공격으로부터 보호할 수 있도록 필요한 모든 조치를 취하는 것입니다.

The search is underway for those who are behind these evil acts. I’ve directed the full resources of our intelligence and law enforcement communities to find those responsible and to bring them to justice. We will make no distinction between the terrorists who committed these acts and those who harbor them.

이 같은 사악한 테러 행위의 배후에 있는 자들을 색출하고 있습니다. 저는 정보기관과 법 집행 당국의 모든 자원을 이 테러 행위에 책임이 있는 자를 색출, 정의의 심판대에 세우는 데 투입하도록 지시했습니다. 우리는 테러리스트들과 그들에게 은신처를 제공하는 자들을 구분하지 않고 응징할 것입니다.

America and our friends and allies join with all those who want peace and security in the world, and we stand together to win the war against terrorism.

미국과 그 친구, 우방들은 세계 평화와 안전을 바라는 모든 이들과 손잡고 테러와의 전쟁에서 승리하기 위해 함께 노력할 것입니다.

Tonight, I ask for your prayers for all those who grieve, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened.

오늘 밤, 슬픔에 잠긴 모든 이들과, 세상이 산산조각 났다고 느끼는 모든 어린이들과, 안전과 안보가 위협받고 있다고 느끼는 모든 사람을 위해 국민 여러분이 기도해주실 것을 부탁 드립니다.

And I pray they will be comforted by a power greater than any of us, spoken through the ages in Psalm 23: “Even though I walk through the valley of the shadow of death, I fear no evil, for You are with me.”

“내가 사망의 음침한 골짜기로 다닐지라도 해를 두려워하지 않을 것은 주께서 나와 함께 하심이라”라는 시편 23장의 말씀처럼, 주님이 이들의 아픔을 덜어주실 것을 저 역시 기도하겠습니다.

This is a day when all Americans from every walk of life unite in our resolve for justice and peace. America has stood down enemies before, and we will do so this time. None of us will ever forget this day. Yet, we go forward to defend freedom and all that is good and just in our world.

오늘은 각계각층의 모든 미국인이 정의와 평화를 위한 결의로 함께 뭉친 날입니다. 미국은 수많은 적을 물리쳐 왔으며, 이번에도 적을 물리칠 것입니다. 미국 국민 어느 누구도 오늘을 결코 잊지 못할 것입니다. 또한 세계의 자유와 선과 정의를 지키기 위해 함께 전진할 것입니다.
